CQC are producing a Mental Health Act Annual Report and a 5 year plan & are taking a more inclusive approach. 

NSUN was invited to sit on the advisory group. 

The purpose of the group is to provide expertise & experience to inform the approach & scope of the report, advise on themes & presentation & dissemination of the final report. 

The June meeting was asked to consider an outline structure & content. 

It was suggested that vignettes are gathered to illustrate themes. 

The aspirations for the work are to: 

  • Maximise impact & usefulness 
  • Strengthen data pipeline 
  • Systematic approach to data collection 
  • Strengthen the user voice 
  • Link to participation, human rights & citizenship 
  • Link to wider system, national policy, research & embed recommendations in practice 
  • Make recommendations to commissioners 

Last report: 

  • Was cascaded via digested forms to clinicians 
  • Raised debate 
  • Validated what was known 
  • Raised substandard practice 

Discussion looked at expectations of CQC , its ‘core compliance’ role or a body to drive improvement (legitimising via evidence). 

Enforcement powers: NHS litigation authority & CQC – fines, restrictions & closures. Use MH Act in the context of other legal requirements.
